What We Do
The Early Intervention Programs at Whittier PreSchool and Harper
PreSchool, are offered for all 3–5 year-old children in Newport Mesa
Unified with special education or related needs.
Services
Program services include, but are not limited to the following:

Family support and information on available
resources

Direct therapy/intervention in both individual
and small groups

Multiservice referrals

Transdisciplinary team planning

Transportation
Who's Referred
Children are referred for services by speech therapists,
psychologists, teachers, parents, physicians, caregivers, public
service agencies, or other interested persons.
Who’s Eligible
A qualified specialist reviews appropriate developmental, medical,
and environmental information. Then determination of eligibility is
made by the individualized educational program team, which includes
the child’s parents or legal guardian.
Program Goals and Objectives
The primary goal of the Itinerant Preschool Program is to deliver
required special education and/or related services to eligible
preschoolers within age-appropriate settings, such as community
preschool programs, public preschools, private nonsectarian
preschools, Head Start preschool centers, daycare facilities, early
start program, or within the child’s home if necessary. Each child’s
individual needs and abilities are addressed through the use of
developmentally appropriate activities and learning materials.
School readiness skills development is the focus and each eligible
child has an individualized education program designed by the team
responsible for the delivery of services.
